He’s been roaming around since afternoon

Houston TX 77042 🆘RESCUE/FOSTER🆘 Hi everyone this dog urgently needs help. He’s been roaming around since yesterday afternoon. Earlier my neighbor saw some kids messing with him and after that she saw him again he had blood around his ear and looked very disoriented. We think someone might of hit him. My neighbor put him in an empty apartments porch after she saw he kept approaching people crying and she was afraid he would get hurt again. Can anyone please help him?
